Regulations
1. Goals of the II Baltic States Wind Band Competition BALTIC OPEN (further mentioned as – Competition)
1.1. To promote creative collaboration between wind bands of the Baltic states;
1.2. To facilitate the growth of the wind bands’ artistic and professional skills;
1.3. To promote the music of Latvian composers;
1.4. To promote the international visibility of Latvian bands;
1.5. To establish internationally recognized wind band competition.
2. Participants:
2.1. Competition participants are amateur wind bands of the Baltic States (further – bands). Participation of wind bands representing the higher education institutions of art, music and theatre is not allowed.
2.2. Bands participate in the Competition in the highest level of difficulty – I group and the second highest level of difficulty - II group.
2.3. Each musician may participate as a member of no more than two bands – each representing a different group of difficulty level.
2.4. Each band can be presented by no more than two conductors.
2.5. No more than 10% of the total number of band members may be musicians employed by professional orchestras.
3. Organizers:
3.1. Competition is organized by the Arts Education and Intangible Heritage Centre (KNMC) in corporation with the Culture Centre of Valmiera.
4. Competition proceedings:
4.1. Competition takes place in the Culture Centre of Valmiera, March 17th and 18th, 2012.
4.2. Competition is open for the bands that have:
4.2.1. submitted application forms (Supplement No. 1);
4.2.2. submitted lists of participants (Supplement No. 2);
4.2.3. paid participation fee LVL 25,00 (twenty – five lats, 00 santims) to the bank account of KNMC ;
4.2.4. provided precise placement plan of the musicians on the stage;
4.2.5. provided 3 (three) copies of the optional composition to the Arts Education
and Intangible Heritage Centre before February 18, 2012.
4.3. Order of performance in the Competition is determined by the organizers who inform the participants in writing before March 1, 2012.
4.4. Changes in band composition may be submitted before March 10, 2012. On the day of the Competition no changes are allowed.
5. Competition repertoire and regulations:
5.1. All bands perform mandatory composition and optional program according to the timing required.
5.2. Optional program must include academic compositions corresponding to the level of difficulty of the mandatory composition.
5.3. Jazz or pop music compositions, as well as accompaniments for solo performer cannot be included in competition program.
5.4. Mandatory compositions of the competition:
The highest level of difficulty - I group - Andris Riekstiņš Partita Antique (5 parts)
Second highest level of difficulty - II group – Pēteris Butāns Latgales dziesmas (Songs of the Latgale region).
5.5. The length of the program:
The highest level of difficulty - I group 30-35 minutes, stage presence – up to 40 minutes including appearance, leaving and tuning;
Second highest level of difficulty - II group 20-25 minutes, stage presence – up to 30 minutes including appearance, leaving and tuning;
Compositions with more than one part are included in the total time of the program.
5.6. Stage presence is the period of time between the arrival on the stage of the first musicians of the band which proceed to their positions to perform the program and the leaving of the last musicians of the band.
5.7. Competition has approved classical model of wind band composition excluding possibility to replace winds and percussions with other instruments – bass guitars, electric guitars, synthesizers, etc.
5.8. Works are performed in respect of composer’s guidance regarding the wind band composition.
5.9. All works included in competition repertoire are performed from original scores.
5.10. Percussions – timpani, drum set, xylophone, bells, cymbals, bass drum, side drum are on stage. Special and exotic percussions are provided by the bands themselves.
6. Evaluation and awarding:
6.1. Competition performances are evaluated by an international jury formed and approved by the Arts Education and Intangible Heritage Centre consisting of three people evaluating according to the following criteria:
6.1.1. intonation, sound quality;
6.1.2. dynamics, phrasing;
6.1.3. tempo , rhythm;
6.1.4. style, interpretation;
6.1.5. ensemble performance, overall impression.
6.2. Mandatory composition earns for the band 20 points for each criterion; optional program – 30 points for each criterion. Maximum sum of points awarded by a jury member – 250. The overall number of points is formed by averaging the total number (the total number of the points earned divided by the number of people in the jury).
6.3. Bands are evaluated according to the following scale:
6.3.1. 45-50 points – 1st prize
6.3.2. 40-44,99 points – 2nd prize
6.3.3. 35-39.99 points – 3rd prize
6.4. Jury has the rights to reduce the points or disqualify the band in following cases:
6.4.1. if the optional program does not correspond to the necessary level of difficulty;
6.4.2. if the band is late for the beginning of the competition without justification or in case of non-appearance;
6.4.3. if the band ignores the length of the program determined by the Regulations;
6.4.4. if restrictions about the limit of professional musicians in wind bands are violated;
6.4.5. if paragraphs 5.6, 5.7, 5.8 are violated;
6.4.6. if generally accepted norms of stage ethics are ignored.
6.5. Competition participants - wind bands – in accordance with the evaluation acquired are awarded diplomas of the first prize, second prize and third prize and cups of the Arts Education and Intangible Heritage Centre.
7. Special awards:
7.1. The jury may allocate the following special awards:
7.1.1. for the highest score of points acquired;
7.1.2. for the best performance of the mandatory composition;
7.1.3. for the best optional program;
7.1.4. award to the best conductor;
7.1.5. award to the best instrumental section.
8. Final regulations:
8.1. The Arts Education and Intangible Heritage Centre publishes the results of the competition in the website: www.knmc.gov.lv
8.2. Awarding ceremony and Closing concert with participation of prize winners of the II Baltic States Wind Band Competition BALTIC OPEN is scheduled for March 18, 2012 in Valmiera.
8.3. Bands cannot participate in the competition if all necessary application materials are not submitted before the deadline mentioned in Paragraph 4 of the Regulations.
8.4. All expenses associated with the participation in the competition are covered by the participants.
8.5. All musicians must arrive for the competition with documents of identity. Lists of participants will be verified and compared drawing lots before the performance.
8.6. Musicians who are not included in the lists of participants submitted in advance are not allowed to participate in the competition. Jury has the right to verify identity of band members during all the competition.
8.7. Submitting application band agrees to the presence of mass media during the competition, as well as to audio and video recording made by the organizers.
